It had been sitting for over 10 years and the fuel system was contaminated. Replacing the carburetor was much less expensive and quicker than rebuilding the original carburetor. I ended up using the air filter, the carburetor, the choke lever and one gasket. After putting some fuel into the carburetor, it started on the third pull. After that, it has started on the first pull.
