You can see your hand underneath it (like other poplin. The finish is a bit coarse, rugged appearance compared to what I've seen before. I started to give 4 stars. That seems fair. But, I gave 5 because there's nothing wrong with it. It's good fabric. It's hard to choose fabric online. It isn't bad. I wouldn't want to imply (with 4 stars) that it's disappointing. The term "neon yellow" seems to apply to a lot of colors. I think the ideal is a funky bright yellow-green safety fabric. Some fabrics called neon yellow are more green than yellow. Others are more yellow than green. This one is in the yellow range. No green. I'd call it light canary yellow. It's bright enough to be called neon. It works for my purposes.
