(There are two vertical bars which are screwed into frame and the horizontal bars can be unlocked and pulled out in case of emergency.) **Q: We have black out cellular shades installed on these windows. Will they still be able to drop all the way down once the grill is installed?** A: I have the same, mounted inside the frame. It hits a bit but passes by the grille quite easily. The grille on adds about 1/2 inch or so to the window. All applications are different, and I had the same concern, but it is fine on my windows. **Q: can this be locked so that an intruder can not open it from the outside?** A: The gate is locked from inside to prevent young children from exiting, and the locks are openable by adults in case of fire. These pin pressure and slide locks on both ends of the gate are too difficult for children to navigate but can be opened from the inside or outside, and so are not meant to resist intruders. I can't decide if a smart toddler could defeat it or not (since it is designed to be easily removable by an adult in an emergency situation such as a house fire), but it does make me feel better about having him near the open window at least when I am in the room. I bought these hoping to use them in our apartment in NYC but discovered we couldn't use them, we can only use standard issue bars which are unremovable except by the NY Fire Dept.These are very easy to remove by an older child (past toddler) thus they are not a deterrent according to the local laws in NY.
