A: This is in fact a heat press. They are made to transfer your vinyl to fabric. So if by HTV you mean “heat transfer vinyl” than yes

**Q: Is red pad on bottom supposed to be loose?**

I wanted a heat press for crafting, but I didn't really know a lot about them. I pretty much just randomly picked this one out of the few I was looking at because I just couldn't decide and figured if it was the wrong choice I could return it. So far I can say it was a good choice. It's smaller in size than I thought it would be which is a good thing. It is very easy and quick to use.
