As with many inexpensive bearings of this type, out of the box, the inner bearing spins freely, but the pivot part was completely seized. After popping the inner swivel assembly out and going over the mating surfaces with some fine emery cloth, cleaning and oiling everything, and reassembly, they are much better and actually pivot as they should. It also helps to make a jig with a clearance hole in the center to mount these to, so you can insert a shaft in the center and pivot these around to break them in a little.
