A: I would say this would be good for your 13 year old.  In fact, because the designs on the papers match with what you are making, it makes the instructions a bit easier to follow since some of the instructions are challenging.   Enjoy!

This is a very cute origami set however, the recommendation that this is a three year-old and over toy is a little bit deceiving. I do not think that this is meant for actual children to do by themselves. Adults are definitely required to read the directions and some of the directions are complicated. I do like this, but I thought this was an introduction to origami for children and I think it’s a little bit more advanced
