I have found that any product from Bob's Red Mill is good stuff.  The tapioca does not need to be soaked.  I use a quart of milk, a 1/2-cup of whipping cream, 1/2-cup tapioca, 1/2-cup sugar (rounded), pinch of salt, and one package of Vanillin.  I simmer the mix about an hour, just under boiling, until the pearls start to float.  I then stir in two eggs and cook on simmer until the eggs set.  Cool and chill.  An induction cooker works well here.
