It does NOT! They then say you have to put it on a platform to clear the tracks. It is off by a good 1/4" and building a platform would look silly. If your tracks are in a depression (small canyon), buy this product. Otherwise save your money! I bought this product and set it aside while doing more work on another part of my layout. I didn't try to use it until the refund / return deadline had passed. It's a bit short for any rail cars on a track, so you'd have to take that into consideration.
