Sadly, the book is no longer in print, and current scholars in political science are the worse off for it. This is particularly so as copies are difficult to obtain. If you are studying in this field however, it is worth the effort. If we can get it back onto reading lists in universities then perhaps the demand will be enough to force a reprint. It is a dense read (thankfully short), particularly for a non-economist. The discussion of varies trade strategies pursued by Germany leading up the WW I was interesting.
