    What are the parts for?

Just received this in the mail.  The feeder seems sturdy enough, but came with no hanger (I ordered 2 and neither one did).  Then it has these four green things in the tube that has no directions of what they are for.  We have tried everything we can think of but they don't fit on the feeder.  I guess it is a good thing for the price, but good luck handing it!

It seemed to be a good bird feeder, its well constructed but so far it has not attracted any birds. I placed it in my shepherd's hook in plain view without any obstructions, but still no birds.
