I spray it on a cotton pad and use this to remove my face makeup after regular cleansing but I never use this on my eyes. After I cleanse, I use this to wipe off excess product or dirt from my face, then I rinse and use a moisturizer. It has become a staple of mine. It's very gentle but it cleans off all of the residue from my face, leaving it smooth and it is not drying at all. For reference I have combination (oily/normal) and very sensitive skin. I do not put this on my eyes, I just use it on my face and my neck after cleansing and before moisturizing.
