It is slightly padded, but not too bulky at all. I think the padding gives my PP the right amount of heft. I am not sure why there are slits cut into the clear plastic flap of the front, but it does not appear to affect functioning of the cover. The passport that did have a cover, was totally safe from moisture. The reason I like this cover is that it is not bulky, passport fits very securely, it is easy to take off for customs (you have to in some cases).
