**Q: Can these be used to reattach a shoulder strap on a backpack whose buckle on the bottom broke?**
A: Yes, if the webbing is 1 inch wide and you are replacing a similar tension lock that broke these will work for that application.  You said "buckle" and I am assuming you mean a tension lock like this.  Occasionally (not very common) a backpack will have a side release buckle to attach and adjust the shoulder strap.  This would usually work in that case also but it would depend how it is put together.  Most backpacks use tension locks like these.  You will first need to break the old one off of the sewn webbing loop.  Then you slide the webbing loop onto the bar that has the gap.  Make sure it gets on completely so the small side of the bar is also inside the webbing loop.  Lastly, you will feed the other side of the webbing through the tension lock the same way it is threaded on the intact shoulder strap.
