I think this is the same customer inquiring about a petite XL size question. So you could go through all the measuring hassle to determine the best size, but I suggest simply getting a few options. Maybe one works best with a winter coat and the other with a t-shirt in the summer. Or keep one and gift the other? One thing to note is the large size is easier to put on > the smaller the loop the more snug it will fit, but more difficult to get your arm and head through.
