A: Yes it will soak up liquids from the floor around it. Only the top is water proof.  So if you have a spill somewhere around it, the button if this will suck it up like a sponge and is not easy to clean.  Top part is as described though.

This mat is good. It soft for the feet but sturdy. Any spills can easily be wiped away. Only one thing it moves a lot on floor. I had to get another rug to aid in it not moving around.
