Something with the enzymes to actually destroy the proteins in the cat’s urine (or any bodily liquids), enzyme cleaner is your best bet. Maybe search up enzyme shoe cleaner? From what I know 3% hydrogen peroxide would do it. But literally Google - “how to destroy cats urine smell” / “enzyme cleaner for urine smell”.
