A: Yes - they can be fully serviced, checked and have a new battery fitted. 
We use a company called Sartech who specialise in this, you will find them on the web.

The price was reasonable and registering the device was fairly simple and confirmation was quickly returned. According to the instructions it seems to be straight forward how to activate it. I am pleased with this purchase and hope to never have to use it.
