Well, 1/4 cup is 12 teaspoon and 1 gallon is 128 oz. Therefore for the 16 oz Multi-Surface Everyday Cleaner, you'll need 1.5 teaspoon to 16 oz spray bottle at this dilution rate." Only 1.5 teaspoon! Great value. **Q: how do you dilute it** A: 1/4cup to a gallon of water **Q: Is this antibacterial?** A: Any use of soap with water to clean is antibacterial because it does remove all dirt that harbors bacteria but this does not include the chemicals found in products like Purel/sanitizer products. If you want to make it a better cleaner to also sanitize you can mix in bleach to the solution mix. I do this when I mix the bottle used to clean my bathroom (a mixture of bleach, this concentrate, and water).
