An opening where I could put a ring for that purpose?** A: Hi, when you turn it upside down it closes up but there isn't anywhere to put a ring. The bottom is covered with plastic. **Q: Is the diameter 17.72 inches?** A: Yes it is **Q: The rod I'm going to hang it on is 4" round, will this hook over it?Trying to hook it on a traditional curtain rod like one in a closet.** A: Do you mean the circumference of the rod is 4"? If so, then this may have some difficulty (but doable if you're okay with either sanding or stretching out the hook to make it fit.) The hook itself has an inside open diameter of 1.25" - using maths, we get a potential circumference of 3.927" which is just a hair smaller than the 4" rod. That being said, I've been using mine for almost five years now and it's easily my favorite/most used drying apparatus. **Q: What country manufactured?** A: It’s not written on the item.
