My calf circumference is 25". There's an elastic for the bottom connection so it flexes as u run or walk. These should fit no problem. And I wear them over my pants. Also over my hunting suit. These are my second pair, as the first ones took a lot of wear over ten years, and saved my knees when I got hit nearly head on by a pickup truck and the bike was totaled. My knees slammed into the fairing on impact, my right knee bent the ignition key, and ripped two house keys off the keyring, but I was able to walk out of the emergency room that evening.
