I used this product on mostly dry hair and on towel dried hair. I do not recommend using it on hair that is significantly moist it’s too easy to apply to much product to one area and your hair will get crunchy. Works better on dry hair or hair that it mostly dry. You don’t need alot of product I have medium length hair and found about a two fingers dipped in was just enough coverage for golden highlights. If you want a more opaque look or structured look than use more.
