Yes, they are 100% cotton, so some shrinkage is expected, but these shrunk WAY more than I though they would. My 3-1/2 year old granddaughter wears a size 3 and is 30 pounds, so she's on the small side, yet these panties JUST fit her after washing and drying them. Especially since I just wanted the Flamingo print.However- I love them. My daughter is petit, at 3 she is 26lbs and can still wear an 18month in the waist (it's the length we need 3t for) I am constantly having to take in her pants on the sides so that her clothes won't fall off. I read these undies fit small.. that is music to a parent of a petit child's ears. I made sure to wash them first, as they are 100% cotton, I even made sure to NOT try them on high. 1 set is still a little big (i ordered 2 sets of different sizes), but I don't want to dry them and risk shrinking due to my own errors, they're comfortable for her and don't fall off.
