The easiest way is to use simple inexpensive "ratchet" straps. The bumper rack has predrilled holes to allow for the ratchet strap hooks to be inserted. I guess you could just use rope but ratchet straps are much easier and allow for easy adjustment tightening. I HIGHLY suggest running at least two completely separate straps just in case vibration loosens your tie down. Check you tie down frequently.
