I'm sure the "free" shipping is factored into the online price. 40 pounds is pretty heavy to be mailing out for "free". As for bugs, if it's a sealed bag then there shouldn't be a problem. Last year I purchased a bag of Nature's Care that had some air holes in it by design. It was stored outside at HD. My first grow had gnats, but months later the following grows did not.
