Pastel paper would be best. Reason why I say that is because you want the paper to have a good tooth to it. The more tooth it has, the more pastel it can hold. This allows you to layer the pastel color creating deeper, more interesting colors. So yes watercolor paper would work. Slightly waxy-er than soft pastels. **Q: Is the picture for the product accurate? Or does this come in a box with three rows of pastels?** A: The picture is accurate, 2 rows of 24 pastels.
