If you HAVE to have a flush mount base, this fits the bill!
I needed to put a pedestal above the gas tank in my boat. I didn't have room under the floor for a recessed mount and I didn't want to screw into the floor and accidentally put a hole in the tank. I bought this and used carriage head bolts from the bottom up and used locking nuts on the top. It worked perfectly. The only suggestion I have is that this is a very rough surface so I put spray-on clear coat on the surface to make it easier to wipe off to keep it clean.

so far so good. Fits the seat i had perfectly, is a little rough around the edges, but looks like it will hold up. biggest issue is the design allows rainwater or spray to get inside the base, and offers no way for it to drain out.
