Is it necessary to clear the pond of fish whilst using the vacuum cleaner to remove sludge?

No, the fish can stay in the pond. Just be careful if you have very small goldfish because they can get sucked up by these things but if you keep at least a couple of feet away from any fish then you won't have any problems.

I have a lot of sludge floating on the surface of my pond will it tackle this

Yes, but only if you want to empty the pond water into the hedge ( or similar). There is no facility for returning the filtered water back to the pond. I returned mine for a refund...too expensive and didn't do what I wanted..which was to filter the sludge without 'losing' the water.

How deep can it function and how long is the arm for suction? It is for a swimming pond

I use it for a garden pond that is around 3 feet deep. It could go quite a bit deeper using the extension tubes.

I have got some small size pieces of gravel (about 10 mm) in size, would it remove this ?

It will easily pick gravel up that size
