How well does this mat actually block or absorb sound? I would use this inside my car, underneath the factory carpeting.

Vaughn, I just finished up a very intensive project on my C4 Corvette ZR-1. Not satisfied with the results last year, I went back at it with an actual sound barrier. The DEI Under cover light, while being a good upgraded replacement for jute padding, will not block any sound. If you buy it with this intent, you will be disappointed. You need an actual sound barrier. The best "barrier" is mass loaded vinyl or "MLV". The negative is that this adds weight and most is available at 1 lb per square foot. Go with this if weight is not a concern. For my project, I went with MLV in the "light" version at .5 lb per square foot. Cascade Audio Engineering had the product you want and I see that it is even available right here on Amazon. It is called VB-4.5 (type in Cascade Audio Engineering VB-4.5. Also available in the heavier VB-4. Boom Mat has its benefits, but sound control isn't one of them. Don't believe me?...Lay it out on the table and have someone call your cell phone underneath it...hardly ANY if NO reduction in the sound of your phone ringing. Good Luck.

I installed this in my Jeep about 2 years ago. It did help with heat and noise. It is also holding up well. I recommend this product.

can this be used on house floors

That's far too vague to answer correctly. If you are thinking carpet padding I would stick with regular pad - this would probably break down in high traffic areas. In terms of soundprooofing residential applications normal batt type fiberglass insulation and blown/spray cellulose will outperform this product.
