Does it come pre charged? My P600 is not turning on with it so I'm wondering if I need a new charger or if perhaps my camera is damaged....

Mine came partially charged. It was plenty to operate my camera, but I charged it anyway. If it's the right replacement for your camera, you should be able to charge it using the same charger that you used for your old battery.

How many photos will it make with this battery?

it would depend on outside temperature, but I generally get two uses or photo sessions out of a battery, i.e., 160-200 photos total...and then I recharge it
