Q: Does this work if you use your tv as a monitor for your pc?

I don't see why people say it won't work when this produces a colour calibration profile applied by your operating system (your PC) so it doesn't matter whether your monitor is a monitor or a TV. The only thing that depends on the display device is how accurate you can make the picture, as you first calibrate as much as possible with the display's settings, and then fine-tune it with a colour profile generated by the software. Just don't forget to set your TV to Full RGB mode (0-255) or if you can't - make sure your PC is aware the TV is on limited mode and it is outputting the appropriate signal to it.

Q: Will it work without internet connection

You will have to download files to an internet connected computer and transfer them to your non internet computer. It will then work fine. I have done this as my photography computer is not connected to the internet.
