I received but there is no english in either set of instructions. Can anyone help at all? I've got a 7.1 and a 8.1 which I planned to mix.

I just used the 7.1 but I mixed it 1:1 with volume 20.

For long hair would I need to order one or two?

Depends how long it is: 1 for short. 2 for longer.3 if your hair is longer than where your shoulders starts. If you do your whole hair, must be at least 2. If your hair is not very long(maximum where the shoulders starts) You need 3if is longer than that. 4if your hair is till waist. Also depends if your hair is tiny and rare or if is not rare consume more product. One tube for 2 parts developer added(buy separately)

Is this a hair toner ??? Or a hair color ?

Technically it’s a high lift colour. However I’ve always used it after I’ve bleached my roots to use it as a toner with a 6% developer. I’ve done this for years but it’s not recommended for this use and I’m not a hairdresser so I can’t recommend it to anyone else. I find it’s good as a toner on wet hair for about 2 weeks then my hair starts yellowing a bit. I use 12/11 and it goes a grey Smokey colour for about two washes then tails of to a light silver. I’ve sometimes used 12/89 and this leaves my hair more white underneath with a lilac tone. Hope this helps.

Do I need to use a developer with the toner ?

This isn’t technically a toner, it’s a high lift tint. Yes you do need a developer. I’m not a hairdresser but I use this on my yellow bleached roots to tone it with a 6% developer.
