Does the outer knurled section spin freely around the bit holder or is it solid?

It's a pull bk circle to lock bit then it does spin around if you do it with fingers but not when it's being used on drill. I like these bit holders better than the loose sleeve style or the plain long ones which sometimes aren't magnetic & tend to get bits stuck on screw or it drops to bottom of scaffolding. Now I have a wera magnetise just in case.

It's it normal for it to not proportionally rotate around its axis when in drill. It's going up and down, its my second replacement, is this normal?

Hello, Thank you for the query. As mentioned in previous replies provided this has been inserted in to the tool correctly it should look exactly the same as a drill bit when in motion meaning that it should be rotating perfectly straight when centred with the chuck.
