Do these come with a bottom pallet type tray for drainage?

Yes, there is a bottom tray for the pot. However, they are only 2 1/2 inches across and 3 inches tall, much smaller than what I thought it said they would be. They are only big enough for a seedling for a few weeks. The larger sized ones for the same price were with Cloud City.

Does 14 pieces mean 14 pots with 14 saucers or 7 pots with 7 saucers?

It is 14 pots with saucers, so the package will contain 14 pots and 14 saucers.
