I would say yes. I use it as a base for my lipstick so the color stays or just as a tint so I have some color if running to the grocery store or something. The tint is very light and once dried it's just a tint so doesn't smudge. You can layer it a bit for more color. I wouldn't consider it a lipstick.

Does this bleed up into lip lines?

Not the least bit. I use it more for my cheeks than anything - it stays on all day, is very natural looking, and will not rub off. It’s heaven and since discovering it I will not use any other blush.

Is this bottle glass?

No. It looks like glass but it is unbreakable plastic.
