Is the oster steamer BPA free?

I looked on the steamer containers and it did not indicate BPA free but it is labeled a type 7 plastic (polycarbonate). If concerned try Oster directly. Also try http://bisphenol-a.org/about/faq.html#gHope this helps.

Does it come with a bowl to cook rice?

Yes, there is a clear plastic bowl that fits inside the bottom tier. I use it to cook rice all the time. I works perfectly.

Do I always use drip tray with rice or food?

Yes or the top trays won't fit - also protects the heating element, and catches vege or meat etc juice that can be used in soups or sauces.

Can you remove one tier and just have one larger container for steaming?

If I understand your question, the answer is no. You can remove one tier, and have the other tier (half of the stack) for steaming. The tiers are stacked and equally sized.
