Minimum about 1.5" if you take the nut out altogether, and about 5.25" nut in and fully extended.

No this is not the right tool for that job. The tool you need is a brake pad expander and is only about 10 dollars.

Would this be able to spread a vinyl window jam?

Probably yes. Assuming normal window construction and an opening large enough to accommodate the business end of the pliers, yes. A couple of precautions: 1) Cold or old vinyl can be brittle. Overly aggressive expansion could lead to splintered plastic. 2) Very warm or thin plastic might dent or even puncture. If room allows, consider spreading the force application over the broadest area possible by using something flat and stiff. Lastly, if you are attempting to permanently overcome warpage, prying the gap open will probably not do the job. The plastic will probably spring right back.
