Does this work with halogen bulbs?

Sadly, in my experience, didn't work with any. There's no way it could get a grip of any light bulb.

Had the bulb changer (suction cup), a microfiber feather duster & a attachable hinge tip

Please - Can you use this on E27 screw in spotlights which are high up?

You can, that's exactly what I bought it for, but it's far from ideal, easy enough to get new bulb in, but getting old one out without it falling on you not so easy...
