Q: why is there Velcro on the inside of the belt? (Against the body)

many Law enforsment and militray personal wear a velcro belt on thier pants that lines up with the inside lining of this belt to help keep it inplace. I do not wear one but find the inside much softer than a normal nylon belt, less rubbing.

Q: Would this work for emergency rappelling?

It probably would but I don't think it has an official rating
