Well, American Airlines states on its website that allowable carry on size is 22x14x9. This bag is 21x14x9. The Travelon site describes this case as "meets carry-on size restrictions for most domestic airlines." Based on that, I would say yes, it does. You should probably double check with the airline, if not comfortable. Hope this helps!

Would a 14"x10" laptop fit on the front pocket?

Yes...with room to spare. I can put my machine (same size as your) plus power cable and other cables. Plus power pack for my phone.
