There is a thin styrofoam at the center connected only at 4 points to the thicker styrofoam. What's the function? Is it supposed to be removed?

Yes you can remove it to measure how low you want to cut your drain pipe. Depending on the complexity of the project you can leave it on as well. I have done both ways and it works fine on different occasions

Can the tray be cut to install a corner seat?

Absolutely. Long razor knife does the trick

Do I need a pan or does act like it?

This is your pan. You seal the edges and then test to see if it holds water and then tile over it.
