Q: Does this come with a power supply. (Not poe)

You should assume all Voip phones from all manufacturers do not come with power supplies as these are sold separately. Unless the listing specifically says it’s bundled with power by the seller.

Q: can you power voip phones with POE from a laptop, or is the output insufficient?

I am not aware of any laptops that transmit PoE, but if you have one the 7942G requires class 2 PoE. This means it can draw anywhere from 3.84 to 6.49 Watts (0.08A to 0.135A @ 48 vDC). Check you device specs to see if it outputs that power level.

Yes, the switch will power a single phone without issue. Powering a number of phones is where you have to make sure your switch has enough capacity. You can also use a Cisco Ethernet power injector as well to power the phone.
