Yes it can be used for either leg. Straps and buckles will slide in pouches slot so they can face either way.

It will be small to fit a 7" tablet, you can check from our store for a large capacity bag, thanks.

the material behind it. For the main large pouch itself knock off about an inch for hte height and half and inch for the width and probably an inch for depth.

Depending on the size of the bottle, this bag could hold a water bottle.
