Ideal for when you need waterproof over-shoes. Both everyday and an emergency. Fits well over my size 10s, designed to cover outdoor Army boots and part way up the shin (see picture). Good secure rubber connections. Not sure about NBC quality but made of thick rubber and no sign of wear Probably never used.
