whats the difference between cool light, warm light and daylight????

Warm white and soft white will produce a yellow hue, close to incandescents, while bulbs labeled as cool/bright white will produce a whiter light, closer to daylight and similar to what you see in retail stores. The three primary types of color temperature for light bulbs are: Soft/warm White (2700K – 3000K), Cool/Bright White (3500K – 4100K), and Daylight (5000K – 6500K). The higher the Degrees Kelvin, the whiter the color temperature. Typically, most people prefer Warm White (WW = 3000K) bulbs for their homes.

are 20 inch led fluorescent light tubes made?

I'm not aware of a 20" bulb and a quick internet search didn't reveal any. I've found measurements misleading to an extent. You might measure your old bulb. It might actually be a 21" bulb. It seems to me that the pins are often included in, or at least partially included, in the total measurement.
