Can this scaffold be broken down and used at the 6' level only?

Yes it can be broken down to 6" level , it can actually be adjusted to any size or level that you desire up to 12 feet. I used it to paint the interior of my house and I have 18 foot ceiling and It worked perfect and I was able to adjust it with no problem. It's so easy my wife was able to adjust it herself and its a really good sturdy product I love it, I would recommend it to everyone. It's really easy to build and take down

Does the scaffold come as shown in the picture with the guard rail at the top?

Yes, the guard rail comes with the scaffolding. It is sturdy and has swing-in gates at both ends. This is a very sturdy item.

If your feet are on the 12 ft platform do you still have waist high rails?

The guardrail is 29.5" high. Depends on your height if it would be waist high.
