seem to be durable bags with good organization, water repellent
I love the number of support straps on this backpack, you can keep it secured to your body based on your needs. I bought 2 of them right off the bat for a trip to Scotland. they are water repellent but I out 2 coats of water repellent spray on them anyway. there are small, medium, and large compartments. mine did not come with a whistle. the material seems to be durable. I can see myself using these for several years on various vacations and day trips.

Not quite water resistant
Got caught in the rain yesterday and I would definitely struggle to call this bag even water resistant. The fit is good and comfy and the stitching is pretty good. Lots of pockets and thoughtful storage.Edit: right after writing this review I noticed a large hole where the stitching had failed right bergen the two front pouches. Kind of soon for that...Edit 2: sellers furnished a refund and a replacement product. Very courteous and professional. I appreciate the attention to detail.

Not waterproof
If the main reason you are buying this is because it is waterproof, don't buy it. Good thing I didn't trust it or my camera would have gotten wet in a light rain. On a positive note, the size was good (not too big, not to small) and I liked all the zippered pockets and buckles.

Durable!
I love this backpack! I took it on vacation and was very handy!

Great bag for $23 but a little small
It's about the best $23 backpack you'll find. I'm not completely sure it's 40L though. It's a lot smaller than other 40L bags I have.. Probably closer to 30L, but it's great for the money. It's a little small though. I wouldn't recommend it for anyone over 5'9"
