No. Too fast for fan duty. Fan/blower blades not stressed for this speed. You need a 1725 rpm motor.

can the speed be controlled with rheostat ?

Motors of this size CANNOT be speed controlled. Nothing over about 1/20 hp can be speed controlled. A larger motor will get hot enough to burn up if it's speed controlled because the amps go up .
