This may be a silly question after having read the label, but can this product be used around the entire eye, lids included?

Yes, it can!  This is an eye gel-cream, ophthalmologist tested, oil-free, fragrance-free, and dye-free.  It is specifically meant to be used around the eyes. (I use it to my lash-line without problem, wearing extended-wear contact lenses.)     A side note:  The ingredients in this Hydro Boost Eye Gel-Cream, and the 1.7 oz Hydro Boost Gel-Cream for Extra-Dry skin are exactly the same.  The only difference being, there is more Carbomer in the Eye Gel-Cream.  Carbomer is #12 on the Eye gel-cream list, versus #15 on the Extra-dry.  Every other ingredient is the same and in the same order.  Carbomer is an emulsion stabilizer and viscosity increasing agent.  Meaning, the eye cream would be a tiny bit thicker.  Carbomer is not toxic or harmful, but a few (very few) people may have a sensitivity to it.  So, (my two cents)  the skin gel-cream may actually be better around the eyes.   (Be careful when purchasing.  The "regular" Hydro Boost "Water Gel" has fragrance and blue dye 1. Only the "Hydro Boost gel-cream Extra-Dry Skin" and the "Hydro Boost Eye gel-cream" are fragrance-free and dye-free.)

Does it doing anything for puffyness under the eyes?

Get something that has caffeine in it. No need for tea bags as you need something to help the skin absorb it.

What are the  long term effects of use and what happens if  you discontinue using it after some time?

I'm really not sure. This is probably a question for the seller. I use it after I bathe,  since I wash with a soap bar, to moisturize as those soaps tend to leave your skin dry. My face feels refreshed after I have applied it. If you stop using it I would figure your face would stay dry with a tight feeling and maybe have more visible lines. People I know comment on how I don't look my age. I hope that kind of helps as this doesn't seem to be a harsh product for the face😊

Can you wear makeup over this product?

Absolutely. Foundation or concealer goes on nicely over this product. I've used it for years and I really like it. Hope they never discontinue it!
