I would say it is similar enough to use them interchangeably in most cases. I however would like to note that this sweet soy sauce is sweeter than the black soy sauce. So, you may need to adjust your recipe slightly if you substitute one for another.

Is this the smokey flavor ingredient in pad see ew ? or rad na ?

This sauce has more of a sweet, rather than smoky flavor. I find it best for pad see ew. When the sweet sauce caramelizes it may taste a little smoky.
