have a tank lid with an acrylic panel where my fluorescent light used to sit can I put this light over the acrylic?

That's how I did mine. I took the old lights and wiring out of the covers and used them over top of the LED light bars. My tank looks awesome 👌.

Can I clip this to the back of my tank or does it need to be over the top for optimal plant growth?

It just sits on the top on those "legs." I'm not sure how you'd clip it to the back of the tank, but the lights would then be shining straight out toward you, and the plants will lean toward it, rather than growing straight up. It's an excellent light, though, and can be switched to a blue light, which I sometimes do in the evening to prevent my plants from growing too profusely.

how many foot-candles does this provide? I got one but right underneath the light my meter says it's still low light (0-500 footcandles).

Not sure about foot candles. Must have something to do with the depth of your tank. I bought this one & the smaller one with only blue, green & red lights. Settings let you put uv' s on high ,med & low. Try this & see

There is no remote. But there's a switch on the cord. I highly recommend buying this light I'm buying 3 more before march
